In the last year, Cook County Sheriff Tom has released over 2300 criminals on electronic monitoring the Freedom of Information Act has revealed... Over 300 of them are AWOL and many of them are wanted for new crimes.. When Cook County Sheriff Michael Sheahan left office in 2006, records reveal he had just over 300 inmates on house arrest.... Tom Dart announced last Friday he will be closing division 1, 3, and 17 at the Cook County Jail.. Dart stated his office has made great progress addressing unjust incarceration and pretrial detainment should be a last resort for the poor and mentally ill..
