The Correctional Superintendent is responsible for supervising and coordinating the activities of all personnel and detainees/inmates within his/her division or unit of the CCDOC. The Correctional Superintendent is the highest ranking member within a division or unit and works under the direct supervision of an Assistant Executive Director (AED). As the highest ranking member within a division or unit, the Correctional Superintendent must embody the highest values expected of CCSO staff and help fulfill the CCSO Mission.

Key Responsibilities and Duties 

Direct all divisional or unit operations, including supervision of employees and inmates, security related procedures and measures,, food and health services, inmate visitation procedures, and additional tasks as needed.

Coordinate professionally and effectively with other internal and external units and staff (i.e. Cermak, Inmate Services, Department of Facilities Management and Capital Planning, outside contractors, etc.)

Facilitate regular multidisciplinary meetings with Cermak, Inmate Services, DFM, etc. to address and prevent issues and coordinate activities.

Ensure detainees/inmates legal rights, medical needs, and required hygiene needs are met and maintained.

Conduct routine system checks and, at a minimum, two rounds per week of all living units and other areas to establish a leadership presence within the division/unit and to help ensure ongoing compliance with written directives and safety and security measures.

Establish clear expectations to staff and detainees/inmates and provide frequent direction and guidance to help and guide them to understand and meet these expectations. Provide both formal and informal training to sworn and non-sworn employees within the division/unit to prepare staff to meet the challenges of working in their division/unit and the correctional environment.

Emulate thoughtful and effective leadership characteristics, and implement and/or refine processes that promote positive changes within the division , while improving overall operations.

Determine and implement innovative ways to improve operations and staff engagement.

Ensure that the system of employee accountability and employee discipline in the division is effective, fair, and followed.

Effectively fulfill the expectations and requirements of the Administrative Duty Officer (ADO) during after-business hours when it is your rotation.

Conduct regular divisional staff meetings, frequently attend roll calls on all shifts, and be visible and available to members of command and front line staff.

Promote roll calls to be an effective means to disseminate important information, such as written directives, problems and circumstances facing the division/unit, training and inspection of personnel, and recognition of exemplary performance.

Review all incident and inmate disciplinary reports within your assigned division and ensure these reports are filled out professionally and comprehensively. Track and identify trends in incidents and data in order to reduce the number of incidents in your division and improve operations.

Review all use of force incidents within your assigned division and make recommendations for training opportunities when appropriate (i.e. report writing, supplemental training, etc.). Submit to the AED a monthly report identifying high-risk/vulnerable areas pertaining to uses of force in an effort to reduce use of force incidents.

Maintain the utmost professionalism and integrity both on and off duty.

Identify potential risks or hazards to your staff’s security and safety and make recommendations to reduce staff duty injuries. Submit quarterly visual inspections identifying potential areas of risk (i.e. broken chairs, tripping hazards, icy areas, etc.) to the assigned AED.

Identify issues and causes behind the filing of inmate grievances. Perform all tasks associated with the inmate grievance process in a timely and effective manner.

Take effective steps to reduce the number of grievances in your division. Take initiative, and work effectively and professionally with all Inmate Services staff and divisional staff to help improve the grievance process in your division.

Schedule shift assignments to provide 24-hour coverage for CCDOC operations and maintain a working knowledge of all general orders and other written directives pertaining to staffing. Keep the Workforce Utilization Committee or similar group apprised of all developments or concerns relative to divisional staffing. Develop contingency plans to mitigate risk of staffing shortages.

Work effectively with the Central Warehouse and ensure your division follows all applicable procedures to keep appropriate stocks of supplies in the division and that the chain of supplies from the Central Warehouse to your division is maintained in an efficient and effective manner. Ensure the supply room(s) is clean and well-organized

Ensure there are supplies, staff, and systems in place to maintain clean and sanitary working and living conditions in accordance with the "Agreed Order" and other applicable standards.

Address compliments and complaints received in person or in writing (i.e. Sheriff’s Feedback Initiative Policy or other positive and/or negative feedback received from the public).

Perform all other duties as assigned.

Knowledge, Skills and Abilities 

Knowledgeable of and constantly striving to better understand CCDOC General Orders, applicable Sheriff’s Orders and other written directives, Illinois County Jail Standards, correctional best practices, the "Agreed Order", applicable federal, state, and local laws ordinances, and applicable collective bargaining agreements.

Possess the ability to remain composed when gathering and disseminating information up and down your chain of command. Recognize and control sources of personal stress in order to effectively perform job duties.

Ability to work successfully in different correctional environments within the CCDOC and with different classifications of inmates.

Possess an understanding of and professionally respond to cultural and socio-economic diversity and its impact on staff, inmates, and operations.

Ability to multi-task and effectively communicate by phone, email, radio system, and in person and in a group or one-to-one settings.

Demonstrated ability to think critically and make effective decisions under pressure, and take appropriate action.

Ability to be a change-agent in a division/unit that promotes and fosters a culture of professionalism and accountability.

Ability to demonstrate proficiency in and adapt to innovations in information technologies, for example, software, hardware, databases, a learning management system, and electronic means of communication.

Ability to exercise good judgment and determine when problems or concerns require further assistance of the AED and/or a higher rank.

Effectively produce written documents with clearly organized thoughts and proper grammar and spelling.

Ability to observe or monitor incidents, events, or people’s behavior and accurately recall and report details verbally and in writing.

Ability to meet tight deadlines and manage time effectively.

Skilled in planning, organizing, assigning, directing, and evaluating work assigned to staff.

Ability to analyze both complex and simple problems, determine and evaluate solutions, and take prudent courses of action.

Skilled in preparing clear, concise reports and correspondence.

Skilled in delegating tasks appropriately and effectively.

Minimum Qualifications 

Graduation from an accredited college or university with an Associate’s degree in Business, Public Administration or related field of study, supplemented by three years of public or private experience, including three years in a managerial or supervisory capacity; or, an equivalent combination of training and experience. **

Experience must be clearly shown on your resume** 

Must possess a Illinois Law Enforcement Training and Standards Board certification, including, if applicable, successfully completion of the Basic Recruit Training in a state certified academy. Documentation will be required if considered for this position

Four (4) or more years of professional work experience in a corrections or related law enforcement capacity.

Preferred Qualifications 

Possession of a Bachelor’s or higher degree from an accredited college or university.

Eight (8) or more years of professional work experience in a corrections or related law enforcement capacity.

Five (5) or more years of professional work experience in a supervisory capacity in a correctional or related law enforcement facility.
